The research on the development of associations has been discussed stronglysince1980s, and still a hot issue until now. The development of Communityorganizations is an important aspect of social transformation since China’sreforming and opening. Its has played an active role in affecting the economic andsocial development fields, such as strengthening social integration and providingpublic services. However, compared to the developed countries,Governmental-Civil Dualism has become the unique feature of Chineseassociations.As a government-run association, the funding sources and organizationalstructure of lawyers association are largely relied on the support of government, soit didn’t do its best to carry out its functions. There is a dilemma here: on one hand,the role orientation of the lawyers association is not clear enough, although it has arelatively favorable organizational structure and it sets up detailed and completedorganizational departments to assist it function well, but most of the departmentsare just exist without working. on the other hand, in the face of the situation whenthere was conflicts of interests between the government and members of theAssociation, lawyers association has a relatively strong government tendency, andnot really played a role in industry representatives and defenders of interests.This article attempts to analyze the reasons that cause the plight ofgovernmental-civil dualism of Chinese associations on two aspects: the socialenvironment and the individual. In terms of the social environment, it doesn’tprovide a good platform for social groups including Bar Associations. Consideringpersonal-related factor, poor sense of democracy and independence also limits their development. Therefore, it is helpful to build the "foster-oriented government"while strengthen the independent personality training.
