Closely related with compulsory education, basic education has been viewed as the keystone of the whole education system and necessarily matters national quality and social equity. As one of fundamental issues facing every country, basic education has drawn increasing attention resulting from that it has been assuming a more and more significant role in the development of our society. Through providing equal, integrated and free basic education to all of the citizens in a society without discrimination, governments are likely to improve social equity and advance economic progress via enhancing the quality of human resource. Thus, the author firmly believes that the equalization of basic education is not only required by the future development of public finance, but also means a lot to modern democracy.At present in China, however, the service and resources of basic education are not equally distributed. Unequal allocation of basic education service has generated a plethora of problems, such as the wide disparities of administrative system of education, asymmetric environment of education and improper approaches to cultivate students, etc.Based on literature study and further analysis, this paper finds that the unequally basic education in China is mainly caused by inefficient allocation of educational resources, unequal investment by central government among regions, unclear and conflicting definitions of responsibilities among administrative agencies, wide disparity of the quality of teachers and what have you. To resolve abovementioned problems, the author proposed the following policy recommendations, including clarifying the function of each related administrative agency, further solidifying political foundation for the equalization of basic education, equally distributing financial and educational resources and improve supporting policies and mechanisms.
