The institution is a unique Chinese organization, which is a provider of public services.With the sustained and rapid development of the economy and the rural reform, the reform ofstate-owned enterprises, reform of government institutions, institutions of the original personnelmanagement system has not been able to meet the needs of economic development. So we mustcarry on the corresponding reform to adapt to the need of the development of the era. In order tobreak the traditional identity management and establish a flexible system, the Party CentralCommittee and the State Council had been introducing a bill of the personnel system reform in2000. The personnel system reform transformed to post management instead of identitymanagement is an utter denial of the original institutions personnel management system, whichis the institution of their own development process of a major change. In April2012, the CentralCommittee of the Communist Party publicizes the CPC Central Committee and State Councilon advancing the reform of institutions guidance again,to further clarify to convert employmentmechanism and enliven the personnel system as the core, in order to improve the employmentand post management system as the focus, establishing of the clearly authority andduty, scientific classification, a flexible mechanism, powerful supervision institution of thepersonnel affairs system.In view of this, this article is written in the institutions employmentsystem reform implementation, taking Guangzhou Open University as an example, studyingthe educational institutions employment system reform problems, to get new ideas andcountermeasures on employment reform,and apply useful theory frame on educationalinstitutions employ system reform to enrich the system of employment in institutions reformtheory.The article mainly uses the literature research method, empirical analysis and theoreticalresearch method to study the educational institutions employment system reform. On the basisof previous research at home and broad, the article give the institution in the reform ofemployment system progress;and research is closely related to the educational institutions,employment system, new public management, the core concept and the correlation theory;Guangzhou Radio and Television University on this basis, to explore the course of theiremployment reform and effectiveness, in-depth analysis of the problems and the reasons for itsemployment system reform, pointed out that the appointment system reform educationalinstitutions difficulties and resistancefrom both internal and external factors. First, theorganization of internal factors, individuals and organizations within the organization itself. Lack of knowledge of the workers of the reform, the gain and loss of interest concerns, affectwillingness to participate in the reform; still in the role of the organization’s own originalpersonnel management system, supporting reform measures imperfections. Externalenvironment factors, organizational reform the legal environment needed to support andpromote the environment is missing. On this basis, the paper presents the educationalinstitutions to employ to further deepen the reform countermeasures must first clear theobjectives of the reform, to strengthen the workers of learning, knowledge and understanding todeepen the reform of the employment system, change ideas, foster a sense of competition.Second, to speed up the construction of supporting reform the system, from a scientific jobsetting, to quantify the performance appraisal, the construction of an effective incentivemechanism, rational income distribution system, security system, to strengthen and supportmechanisms of the employment system, establish a scientific and employing benignenvironment. Yet further strengthen contract management, the establishment of the culture ofthe people-oriented person, and properly resolve personnel export.
