Primary and secondary school principal's employment was implemented based on the reform of the cadre and personnel system background and implementation of institution's employment system. This system has been advanced in the entire primary and secondary school since the pilot schools implemented it in 2001.The primary and secondary schools are the important carriers of national education, and at the same time, the political system, economic status and the culture traditions in our country resulted in the high degree of administrative management system, which represented a lack of adaptability against a background of market competition mechanism and multiple mechanisms in market economic system.By making a comparison between the approaches of the system in our country and the comparatively mature code in America, this paper discussed some issues, such as the principal part of employment system, the assessment of stakeholders' participation and the competitive market for principals.Because of the different national conditions, we could not blindly copy the foreign experience. By using some experience of foreign countries and the concept of new public management, establishing a customer-oriented mechanism, implementing an appropriate market competition and social mechanism for public participation and human resource management mode , we can improve the employment system of primary and secondary principals base on our country' political and cadre system. That is, to establish a relatively complete and competitive market through the establishment of an open construction of the principal qualification certificate system; form a mechanism of the survival of the fittest and the principal driving force follow-up employment through the establishment of an evaluation system for multi-stakeholder participation; and to enhance the binding effect of contract management through consultations on an equal footing employment contract to protect the employment rights and obligations of both parties. However, from a long-term perspective, we should deepen the internal management of the school system and establish a sound corporate governance structure of schools and then we can resolve the problems related to employment system, truly enhance the quality of the principals and ensure the primary and secondary school principal's employment with a kind of public governance quality.
