Approach To The Adjustment Of Retirement Age In Context Of Population Aging

In the background of the average life expectancy is increasing rapidly and the agingphenomenon is more and more critical， the unchanged retirement age brings about thecontinuous extension of the retirement time directly， a large number of retired workersre-employed， and also raises the problem of the expansion of pension fund gap.Theregulation of retirement age， as an important component of the social system， has aprofound impact on the socio-economic. How to plan to make an appropriate adjustment tothe retirement age， based on the scientific prediction， becomes an important practicaland academic issue.By analysing of the retirement age profile and the changing tendency both at homeand abroad，it is clearly that in China the retirement age adjustment falls behind the socialand economic development needs obviously. Raising the retirement age is the commonchoice of countries in the world and represents an inevitable trend of reform. Whilenarrowing the gap between the retirement age for men and women， and even making thesame retirement age between men and women is also a necessary requirement for socialand economic progress.For quantitative studies on the necessity and the mode of the retirement ageadjustment，this paper selects Shanghai，the most serious aging area，as the model andeduces that raising the retirement age is the inevitable choice for maintaining the supply oflabour and ensuring the pension insurance fund social co-ordinate part sound operation inthe basic of Shanghai gender segmentation and aging stratification population from2009to2050which is educed by adjusted Songjian population forcasting model.In addition，thispaper establishes the calculation model for the personal accounts part of the pensioninsurance and calculates the personal accounts pension replacement rate which caused bydifferent retirement age.The comparison showed that extending the retirement age can significantly advance the wage replacement rate of personal accounts.Because the attitudes of the workers have important implications to the success of theretirement age adjustment，and in order to understand the workers’true attitudes and ideas，I investigated the workers in17districts in Shanghai by adopting survey sampling andobtained a series of relevant conclusions.Adjustment of retirement age is a systematic project，which needs to take variousfactors into account and take forward-looking，comprehensive policies and measures.Therefore it is proposed that men and women will retire at the same age of sixty-five bythe year of2050according the three principles of making overall considerations，progressand the same retirement age for men and women.Combined with changes in the agestructure of the future population projections，this paper chooses the right time to takesub-groups， step by step approach to gradually achieve the design goals.At the sametime， to ensure the smooth implementation of the retirement age adjustment， we shouldtake other measures such as standard early retirement，flexible retirement system，promote employment vigorously，government guidance and so on.
