Juvenile Delinquency is the social problem which various countries generally face now and it is very conspicuous in China. The students of reform school are a brunch of minors who have illegal or criminal behaviors. They are in the critical period of growth and development, but because of the family、school and social environment, makes them have the psychological and behavioral deviation in the socialization process, what’s more, leading to their self-efficacy and low sense of personal future, collective into difficulties, poor parent-child relationship, by social exclusion and a series of developmental problems.In perspective of empowerment, these issues are power lost. In empowerment theory, power is that people have the ability and sense of control of resources. Power lost is that people have lost their power or never own such power. Empowerment is a process of increasing this power for the people. The students of reform school who have lost their power just are the objects of social work in the empowerment orientation. Wuhan QiXin school is specialized for these students. This paper main discusses the intervention of correction social work to this reform school in the perspective of empowerment.Through questionnaires, interviews, literature analysis and observation methods, the paper analyzes the students’ power deficiencies, and describe the situation of power deficiencies in individual level、interpersonal level and social participation level. Then the author uses the group work method to involve into the students of empowerment perspective. By a wide range of activities, empower to the students in individual level、 interpersonal level and social participation level.Last, All aspects of assessment have proved that the intervention has achieved good results. Students self-efficacy degrees had improved, more confident about the future, peer and parent-child relationships have been improved. But inevitably there are a lot of inadequacies need to improve:The effect of group activity needs further elaboration; department should establish a professional social work practice files in order to ensure continuity practice of social work intervention; parents and the community resources need to be further mobilize in activities Finally, the author think of the limitations of the whole process and the reflection on empowerment theory and its applications.
