“Ten-year strategy for childcare” is an important reform policy of pre-schooleducation for children’s education and care issues that the British Government hasenacted to ensure that every child has a better start in life. The policy was issued inDecember2004, and formally implemented in April2005. To ensure that every childhas a better start in life,“Ten-year strategy for childcare” has developed three basicprinciples: Ensure that every child has a better start in life; Ensure that parents canobtain continuous progress in their career; Legislation to protect parents can make arational choice between in work and family. To achieve these, the British Governmenthas also formulated a number of core objectives and contents. It provides animportant protection to the smooth implementation of policy.“Ten-year strategy for childcare” plays an important role in promoting thedevelopment of pre-school education in the UK. The implementation of the policy isnot only effectively to improve the quality of pre-school education and care, Helpparents Employment, Promote equal opportunities to admit for disadvantagedchildren, But also widely attracting in participation of parents and the whole society’sattention to the children’s children. Therefor, the successful experience of “Ten-yearstrategy for childcare” is worth learning.The thesis is mainly composed of following six parts:The first part is mainly consists of following five aspects: presentation of topicreasons, definition of the concepts, situation of the study for “Ten-year strategy forchildcare”, purpose and significance of the study, and methods of the study.The second part is the background of “Ten-year strategy for childcare” in the UK.The chapter is mainly to introduce the background of the policy, from views ofinternational, domestic and its own problems of pre-school education of UK.The third part is the basic principles, core objectives, specific measures andcompliance period of “Ten-year strategy for childcare”. Firstly, from views of themacro-point and the whole-point to introduce the basic principle and core objectivesof the policy, and then it introduce specific measures and compliance period of the policy in detail.The fourth part is the basic contents of “Ten-year strategy for childcare”. Thechapter is mainly to introduce the contents of the policy for pre-school children’seducational strategy, pre-school children’s care strategy, family support strategy andthe local Government’s responsibility.The fifth part is the management, implementation, evaluation and influence of“Ten-year strategy for childcare”. Firstly, the chapter is mainly to introducemanagement, implementation, evaluation of the policy; Secondly, it summed upinfluence of pre-school education after the implementation of the policy in the UK.The sixth is a summary and enlightenment. Firstly it analyzes the successfulexperiences and existential problems of the “Ten-year strategy for childcare”, andthen it puts forward the enlightenment to our country’s pre-school education reformand development.
