As the rapid development of knowledge-based economy today, not only China butalso other countires all have demand for talent with conjoint personal abilities and moralqualities. For human resource issues, the domestic and foreign research mainly focus onexploring how to improve the quality of human resources, but neglect the research oncultivation of morality.in recent years many triggered by the undergraduate students vicious events havecaused social sensation, and these events have reflected the absence of the moral andpolitical education in univerisities in China. We can see that the generation of theseevents is due to the lack of ideological and political education which leads to students’psychological problems on the surface. But in fact, the educational personnel on themoral and political education are sufficient., The deep-seated reason lies in theinsufficient incentives on human resources of ideological and political education, whichresult in mere formality of the education. Based on the reasons above, the paper focuseson the incentive problems of the ideological and political education instructor (IPEI),andfor the author works in the Chongqing Municipal Education Commission, where enjoysconvenient access to research data, therefore the author makes the scope of research toChongqing city.This paper has researched on the incentive problem of the ideological and politicaleducation instructors of universities in Chongqing Municipality systematically throughtheoretical and empirical methods on the basis of human resources theory, motivationtheory and mechanism design theory, and used the. First of all,we have made a summaryof incentive features by investigating the IPEI of universities in Chongqing city.Secondly, we have analyzed the problems existed in the incentive process of IPEI, andanalyze the deep-seated reasons. Thirdly, we have designed a new-style incentive systemof IPEI in Chongqing universities. And finally, the paper gives suggestions ofpromoting to build the new incentive system that of the IPEI in Chongqing universitiesand colleges.As the domestic and foreign research overlooked the incentive problems of IPEI, this paper made some innovative research as follows. First, the paper induced thecharacteristics of Chongqing universities in terms of personnel quality training, careerprospects and job evaluation. Second, in terms of the incentive problems of IPEI, weconstructed a comprehensive new system and introduced mechanisms on the path oflegend description. Third, we built a evaluation system of refinement and operationalvalidity and found a quantitative method on the performance pay of IPEI, which couldoffer the quantitative criteria of validity that the incentives wound be put in practice.For the lack of some information, the research was not perfect. And we can dofurther research in the following areas. On the one hand, based on the in-depthunderstanding of the capability of IPEI and the teacher’s payment levels of a university,and by ascertaining the weight of working efficiency evaluation system as well as thespacing of quantifying the level of performance pay grade of IPEI, we can research thevalidity of the evaluation system and the level of remuneration to quantify through casestudies. On the other hand, through carrying out the test of the incentive system reformof the IPEI in the universities, we can analyze the elevating levels that the new incentivesbuilt bring to the IPEI.
