Long-term lack of qualified teaching staff, the structure is irrational, restricting our "oldfrontier, and poor" one of the bottlenecks for development of regional education.Although thenumber of primary and secondary school teachers in China is no shortage of the whole, the urbanand rural teacher distribution imbalance, there is a structural problem of overcrowding missingmember, urban teachers are overstaffed and rural teacher vacancies coexist, especially in thepoverty-stricken ethnic minority areas, the number of teachers is a serious shortage.As aresult,theGovernment has to find ways transferred to all sectors of society, from a number of ways to helpand promote the construction of rural compulsory education teachers, and improve rural teacherscomplementary mechanisms.Special posts of teacher policy "is one of the innovative mechanismsof teacher supply, the development purpose is to explore the establishment of long-termcomplementary mechanisms of rural teachers, enhance the level of teacher quality in rural areas tomeet the needs of a new stage of educational development of high-quality teachers.Since thepolicy was implemented to a certain extent to solve the central and western China, especially theproblem of shortage of teachers in rural areas for the development of basic education in rural areasto complement the fresh blood.With the depth of the Plan, these teachers in rural areas hasgradually become the focus of widespread concern in society and government.The investigationfound that the status of Linxia Jishishan County Special posts of teacher policy Implementation ofthe current situation survey found that the arrival of the special posts of teachers to a certain extent,alleviate rural compulsory educationstage shortage discipline and structural contradictions, butalso facing the situation of low wages, job classification is difficult, and poor housing conditions,transport facilities, the assessment system is not perfect, re-employment policy is not clear a seriesof problems that restrict the "special posts of teacher policy effective implementation and notconducive to the stability of the team of special posts.This paper to generalize the problems in theimplementation of policies, to explore the deep-seated reasons, and made some constructivemeasures to protect the "special posts of teacher policy in the smooth implementation of the ethnicminority areas, making special posts the interests of teachers to be effective protection.
