To achieve balanced development of education is the urgent livelihood issuesthat our government need to solve. This is also the direction of the whole communityto work together and look forward to. But through the research on Ganzhou ruralteaching points, we found serious imbalance in rural teaching points, the contradictionis most concentrated on the equity in education, it expressed as: teaching points-layout adjustment is unreasonable, resulting in many students walk long distance toschool,also increasing many families’ economic burden and pressure of life; seriousloss of rural students; some rural teaching points had a serious shortage of educationfunding, weak infrastructure, the slow process of modernization of education; unevenallocation of educational resources, instability of teachers, serious loss of excellentteachers in rural areas; the structural contradictions of teachers is prominent, lack ofteachers, many aging teachers with low technical titles and outdated teachingphilosophy, that can not adapt to the requirements of quality education. To promotethe rational creation and scientific optimization of the environment of rural teachingpoints and achieve balanced development of education has a long way to go.Ganzhou rural teaching points are the small incomplete schools that adapt toinconvenient transportation, sparsely populated, scattered living in remote rural areas.The rural teaching points is an effective form of organization, to a certain extent, itcan solve the difficulties of the school-age children to go to school because of the lackof educational resources. It played an irreplaceable role in lowering school costs andpromoting the popularization of compulsory education. With the analysis of historyand the political, economic, social background of rural teaching points’ existence anddevelopment, and combined with educational ethics theory, we think, Ganzhou ruralteaching points face the contradictions of people-oriented or material-oriented, givingpriority to efficiency or fair, education dual structure or education single structure.How to strengthen the construction of rural teaching point? In this paper, it should beunder the guidance of Scientific concept of development, adhere to the principle ofpeople-oriented, fair priority, taking into account the efficiency. In practice, start withthe integrity and comprehensive of education, grasp the dynamic change of the dualstructure of education, coordinate the relationship between education and economy,education and social, educational and administrative, internal education. Constantly the weak factors of teaching points, in order to ensure the overall play of the teachingpoint function. The specific measures are: strengthening education legislation,reasonably formulating the development planning of rural teaching points; mobilizingbroad social participation, universal education fair and ethics of distributive justice inthe whole society; to strengthen the government’s responsibility, to strengthengovernment efforts to support development in rural teaching point; integrated,optimize the allocation of educational resources, to ensure a reasonable distribution ofeducational resources.According to the above logical mentality, the papers are divided into fourchapters: The first chapter introduces this origin, present founding and significance aswell as method of the research. The second chapter defines the rural teaching points,affirms the positive role the teaching points play to rural education development andcompulsory education, presents the background for the teaching points to come intobeing and develop. The third chapter proposes that the teaching points nowadays stillface some difficulties and their negative influence. The fourth chapter focuses on howto strengthen the teaching school construction and suggests some countermeasures.
