Content:Regional education resource allocation disequilibrium is a significant contradiction in our country’s education development and has great influence on social justice. At present, the inequality in economic development and education resource allocation disequilibrium coexist and interact with each other. Education plays a very important part in improving people’s skills and capabilities and is the key factor for economic and social development and the formation of social hierarchy, so education resource allocation disequilibrium is an important reason for social class differentiation and separation and is an accelerator in social unfairness. The equity in education resource allocation is the starting point of the social justice, and it can narrow the gap among different social classes and the gap in economic and social development. Otherwise, the education resource disequilibrium will worsen the gap among unbalanced social classes and aggravate the inequality in economic and social development. Education has significant effect on economic and social development. In view of China’s regional education resource allocation disequilibrium, a reasonable solution to the problems existing in education has significance influence on the development of the economy and the society and on realizing social justice.At present, there exists a large gap among China’s eastern, central and western education resource, there is not only the overall education resource allocation problem but also the disequilibrium in education resource allocation structure. Education disequilibrium impedes the realization of social equality and hinders the healthy development of China’s economy and society. Education is a comprehensive issues and plays an important role in the development of people and the stability of the society. This paper analyzes the issues from a fiscal policy perspective, and the paper points out the relevance between the education disequilibrium and the economic and social development, we try to solve the education resource allocation disequilibrium problem from the national finance system perspective.At the same time, based on the1995-2008provincial panel data, this paper uses the fixed effects regression method to construct a model of the relationship among the fiscal decentralization, education development and economic growth. Comprehensive studies find that higher education and fiscal decentralization promote China’s economy development, but with inter-district differences, namely the eastern economy benefits more in fiscal decentralization than the central and western regions, and this intensifies the gap in regional economic development. Therefore, it exacerbates the problem of regional education resource allocation disequilibrium; we also find that fiscal decentralization promotes the higher education development, but hinders the development of elementary education, this leads to an unbalanced development in different educational levels in China. Taking into account the different economic characteristics in the eastern, central and western regions, we suggest that governments should employ different fiscal policies to solve different regional economic problems, and to promote a more balanced development in different education level, so to promote a sustainable development of China’s economy, this has reference value for our country to improve and adjust fiscal policies.Education equity is the basis of social equity, solving the contradictions in the process of educational development is not only very important for the healthy development of the economy and our society and but also crucial for the whole project of people’s livelihood. Education resource allocation equilibrium and education equality are the basis to realize people’s all-round development, and are the important means to narrow the gap in different region’s economic and social development. To narrow the gap in different regions education development and realize the education resources equilibrium and to promote education equity have great significance in realizing economic and social justice and in the construction of a harmonious society. This paper firstly puts forward the problem, analyze the problem, and then try to solve problem. Based on fiscal decentralization, we analyze the regional education resource allocation disequilibrium and the unbalanced development in higher education and basic education, and discuss specific policy effects on education after the fiscal decentralization reform. This paper holds that government should be the leading factor to realize education resources equilibrium. Government should provide every citizen with equal education opportunity through reasonable public financial policies. Education equity is the basis and the key for the realization of social justice.
