From the perspective of human capital, vocational education and general education have difference in the cost of innovation and the return of investment. From the perspective of economic growth, the scale of vocational education and economic development level inverted U-shaped relationship may exist. Difference between vocational education and general education in return depends on the circumstances and individual feature.This paper is divided into four parts. The first part is the literature review section, this section introduces the background, ideas and practical value of this paper, and introduced issues of domestic and foreign scholars which related to topic of this article. The second part is theoretical research, the part of the literature on the basis of the assumptions and internal endogenous variables, looking for a cover model of the classical theory of education and economic growth, reasonable modifications and extensions on this basis, and logical deduction. This part first discussed several classic economic growth model, then find the model of technological progress made by Romer is most consistent with the central idea. So on this basis this part proposed a new hypothesis, and deduced a central planner should choose λ*=(1-ρg)/θ as the optimal proportion between vocational and general education. The third part is the empirical analysis section, this part gather data on vocational and general education in China since the sorting, summed up the problems in China’s educational development and future development trends. The last part is the concluding and expanding section, this part is a summary of this article which synthesized theoretical and empirical analysis presented above, and discussed policy recommendations.
