Neither a strong intensity of external propaganda nor deep development of localcharacteristics, Qinghai was known as the only way to Tibet. Qinghai Province start to buildmodernized agriculture and husbandry according to local plateau characteristics under the fullimplement of western development policy, and to promote the development of tourism withthe opportunity that open and use Qinghai-Tibet railway. See from the comprehensive qualityof Qinghai current labor, there is an extreme shortage of cultural, operative in managementand skilled farmers. The transformation of a large number of rural labors to urban place andnon-agricultural industries makes quality decline of agricultural labor and undertakingweakness of technology. The original rural vocational education model can not adapt to therapid development of agriculture and economy in Qinghai Province in new era. Innovatingshould be first considered to make the economy of Qinghai taking-off, so that the efficiencywill be improved and the process of Qinghai modern agriculture development as well as ruralconstruction will be accelerated.This study adopts the method of combining theoretical studies with practical case studiesto analysis the theory of rural vocational and technical education, first, the article based on thetheory of human resources, discusses the rural vocational education to improve the quality ofrural labor and the comprehensive diathesis. With the rural human resources development andinvestment, make the farmers liberated from the pure manual labor, to achieve the purpose ofrural productivity liberation and increasing the farmers’ income. Vocational education theorymainly discussed the relationship between rural vocational education and the development ofrural economy, provided a substantial theory basis to exhaustive develop rural vocationaleducation in our country. The rural vocational education teaches farmer more skills in order toseek a livelihood, make them become a modern farmer who can not only innovate about agricultural production but also make an achievement in the second and the third industry.The education justice theory described the farmers as the vulnerable groups, can not enjoy theeducational resources as urban population. On the one hand, it is caused by the social system,the survey data in many countries can explain that the elite class has more priority indistribution of education resource, on the other hand caused by the peasants’ own concepts,son preference, and emphasis on technical and despise the culture, pursue the immediateinterests, these obsolete ideas make the farmers didn’t seek and share education resourcesactively. The education economics theory put forward some many ideas based on differentemphasis from different fields and different standpoint, those ideas all point to the samedirection: the rural vocational education plays a great role in promoting social economicdevelopment, increase in wages and boost their social status.It summed up merits of excellent vocational and technical education case between eastand west, and analysis the reason of the problems exist in the rural vocational and technicaleducation in Qinghai Province under some cases. Finally, it puts forward countermeasuresand suggestions.
