Human’s using of language develops from monolingual to bilingual.Bilingual phenomenon is a result of human’s development to certain scale,adjusting an ethnic group or a person to communicating with anotherethnic group or learning from another ethnic group. The character anddeveloping pattern of a ethnic group’s bilingual phenomenon is decidedby its distribution, social developing standard and national relationship.In a multinational country, bilingual education for ethnic minority hasbecome an important measure for solving conflict between differentcultures and fulfilling multicultural intergration.China is a multilingual nation. Since the found of new China,bilingual education has become an important part of ethnic educationsystem, running through all phases of ethnic education. Qing hai is amulti-ethnic groups province, where bilingual education has beenimplemented consistently. Especially, Tibetan-Chinese bilingualeducation is implemented in area where Tibetan live compactly, whichplays an important role in training ethnic talents, improving ethnic quality,boosting development of this area, besides, experience is accumulated. This thesis is to summarize and discuss the experience form theperspective of ethnic policy.There are four chapters in this thesis. First chapter reviews theprogress. Second summarizes the remarkable outcome form fiveperspectives, which are school scale, textbook, teaching mode, studyoutcome and teacher training. Third finds problems existing in people’scognition, textbook, teacher reserve, education structure and preschooleducation, analyses the main elements which affect the bilingualeducation, and offers suggestion from six perspectives: national policy,language environment, economic environment, geographic environment,and recourse. Fourth makes reflection on Qinghai Tibetan-Chinesebilingual education, and it is believed that the development of bilingualeducation should follow the foundation, accord to the local facts.Meanwhile, the basic guarantee is raised.
