Construction of quality courses is an important component of teaching quality and educational reform project in higher education. Since2003, The Chinese Ministry of Education has launched the national-level quality courses construction, establishing three level quality courses, namely school-level, provincial-level and national-level. Besides, the reform selected thousands of national-level quality courses as the receiver of financial support and policy guidance. However, the reality constraints promotion and application efforts for high-quality teaching resources, including absence of unified standards for production and services of the course information resources site, more faultiness in teaching information resources organization, basic standards, sharing and service mechanisms of teaching resources and so on. Effects of open sharing are unsatisfactory. How to effectively demonstrate the value of quality courses? How to share resources and information among high-quality courses? These still remain as an critical issue at present.To solve this problem, through comprehensively analyzing Chinese quality courses at home and Open Course Ware abroad, the writer proposes an user-oriented integration project in teaching information resources of quality courses by this paper. The core integration mode of quality course teaching information resource is using resources unified organization, centralized storage, centralized services to solve the quality course construction problems of "decentralized safeguard" and under-performing navigation integration mode.Under the guidance of user-centric service ideology, the paper works on issues ranging from resource integration, service model, standards, to system design, implementation and others. A unified standard is adopted to organize the quality course resources, and have the standard integration system of the quality course teaching information resource established. Based on intensive analysis of course resources organization system both at home and abroad, the paper systematically reveals the architecture of teaching information resources of quality course, detailing the construction mode and content. Through researching metadata standards related to teaching resources and network resources at home and abroad, by combining the own characteristics of quality course, the paper proposes an quality course metadata application scheme based on "LOM&DC" metadata, a foundation for information resource organization and interoperability between systems of the quality course. At the same time, user-oriented system integration design and service ideas of this research has been implemented and verified in the "Quality Course Teaching Resource Database System" project construction in Jiangsu Province. The project covers details of implementation process of the functional modules planning of teaching information resource database, business process and user interface design, key links. At the aspect of resource-building, we carried out standardized indexing, description, to achieve localization of resources storage and services above the provincial level quality courses and resources in Jiangsu Province. At present the software platform has been completed with designing, developing, test-running. So far, it has processed415quality courses. The implementation of the project guarantees the user with a unified service in the province, greatly boosting the effectiveness and saving the costs.User-oriented integration research in quality course information resources has practical value for promotion. It is more propitious for open-sharing of information resources and services, and upgrading efficiency. Through user-oriented standardization of quality course teaching of information organization and integration and user-centric service design, open-sharing of education resources and service efficiency will be boosted.
