During the research of the national key project, the author noticed the perplexity in ICT based resource usage. The analysis to classroom instruction turned out that the interaction in the classroom was far from satisfactory. In further research, the author found the contradiction between the large, continuous investment and the poor quality of ICT based resource usage. There are a lot of problem based on the contradiction, such as lack of standard description, repeat construction, disjunction of resource and instruction, and the waste of reproduced resource.To solve the problem of disjunction of resource and instruction, this paper analyses the relation between resource and instruction and the situation of ICT based instructional resource construction. Learning Object metadata is the groundwork of resource construction, but it can not solve the disjunction of resource and instruction. The further discussion to learning and technology is needed.Ecotypic learning model explain the relation between learning and technology from new aspect. According to this model, the widely used ICT equipment can not support the resource use and classroom interaction effectively. Interactive White Board can give a satisfied support to resource collection and classroom interaction, but it still can not solve the disjunction of resource and instruction because of the limitation of resource management.The solution to the disjunction of resource and instruction is composed by a theory model, a project blue print, a metadata description and a software toolkit. With the help of communication model, this paper analyzes classroom instruction, and suggests a new model of ICT based instruction and learning environment. A Solution of resource management tools is also provided, which builds the connection among knowledge unit, instructional activity, and instructional resource, based on the unique factions of White Board. The solution included the metadata description of knowledge unit, instructional activity, and instructional resource. A prototype is designed which gives the foundation to future software development.The supporting effort of Instructional Design to teachers' knowledge management and the possibility to discover the practical knowledge of teachers through the connection between resource and instruction are also discussed in this paper.
