To make education more equitable, propel the equilibrium development of education in urban and rural is the prime problem of current educational reform. To improve the quality of education and reduce the gap of regional education, the most critical link is strengthening the construction of teacher’s team. With the coming of information age, the development of educational information makes the higher request of teacher’s comprehensive quality. Net information becomes the essential component of teacher teaching and scientific research, and it’s beneficial to enhance the teacher’s ability of obtaining the net information, and it’s also the complement of further education.The rapid development of network, provided a platform for the teacher in underdeveloped area to obtain the information, know the world and display himself. However, the ability of obtaining the net information by the teacher in underdeveloped areas is very poor. So it has important theoretical and realistic significance to do research on the ability of accessing the net information by the teacher in underdeveloped region.Based on a lot of correlative literatures, the paper explains correlative the theory and the concept. In the research process, secondary school teachers in Jixi Anhui province are investigated and interviewed to analyze the ability of using the internet to obtain information. At the same time, selecting secondary school teachers in Zhejiang province as the object, then compared and analyzed the data. Through deep analysis of the secondary school teacher on the ability of using the internet to obtain information in Jixi, get the following conclusions:Secondary school teachers in Jixi application ability of Information Technology is poor, the awareness of using the internet to obtain information is poor, understanding little on network information resource, information retrieval skills are lack, the ability of identify network information is poor; secondary school teachers occasionally to use the internet to obtain information; the attention of school leaders to improve teachers’ ability to use the internet to obtain information is not enough, they almost have no incentive policy to encourage teachers to improve using the internet to obtain information, and enhance their own development; secondary school teachers the overall state of the network environment is poor, the network information resources is lack; secondary school teachers participated in teacher training has less effect, it does not help the teachers to improve the ability of using the internet to obtain information.Through the analysis of impact factors that underdevelopment areas of Secondary school teachers network ability to obtain information, around the spirit of the national long-term education reform and development plan (2010-2020), combined with the characteristics of underdeveloped areas, From four aspects:awareness raising; change concepts of education; strengthening the teaching staff; strengthening the school system’s construction; to strengthen the network of information resources, proposed to improve the ability of Secondary school teachers of using the internet to obtain information underdevelopment areas.
