With China’s reform and opening up policy to have advanced, people’s living standard has greatly improved at the same time the gap between urban and rural areas is also widening. Urban and rural development structure of education in our country further exacerbated the inequality of the urban and rural children in the higher education opportunities. Our Higher Education has entered the popular stage of development and the the total rural students has also increased, The proportion of rural students in key universities has been declining, the proportion of the rise in the non-key universities. Hidden behind the smooth progress of the popularization of higher education is the growing problem of imbalance between urban and rural structure of higher education opportunities. In order to weaken the negative impact of the gap between urban and rural areas on the higher education opportunities, Play of the positive role of education in economic development and social mobility and further promote social fairness and justice, must proceed from the various factors affecting the higher education opportunities to explore effective measures for Equal Opportunity in Higher.The author thinks there is an interactive relationship between the development of education in Chinese urban and rural structure and higher education opportunities. On the one hand, the current basic education in urban and rural structure affect the higher education opportunities for rural children; the other hand, the higher education opportunities for urban and rural structural imbalance has hindered the curing of social mobility.Mainly in:First, the national development philosophy "efficiency priority consideration to fairness", China’s Basic Education-urban dual structure.Resources for basic education in rural areas is extremely scarce, the focus of the city schools, they control the vast majority of high-quality educational resources, thereby affecting the quality of basic education for rural students; Second, the tendency of "urbanization" in the college admission system further compression of the key university enrollment opportunities for rural students; Third, the existing higher education high tuition and low funding model makes many poor rural students discouraged the enrollment opportunities of the major universities; Fourth, the status of university students employment difficulties trigger a new round in rural areas,"Useless".Therefore, higher education opportunities for urban and rural structural imbalances that is a historical proposition,is also a realistic topic,and how to increase higher education opportunities in the social disadvantage of rural children to become an urgent social problems and educational issues. In this regard, this study suggests that for an effective solution to the structure of higher education opportunities for urban and rural imbalances, We should look at two aspects of the Government’s education policy and higher education system. On the one hand the government should establish the correct values of education and co-ordinate the development of urban and rural basic education school,Give the urban and rural children of the same quality of basic education to expand the proportion of rural students in key universities;On the other hand for the higher education system itself, Can improve the higher education admission system, the charges-funded system, and the Government to formulate relevant policies to ensure the employment of rural students from the household registration discrimination,Thus accelerate the achievement of the goal of balanced development of China’s higher education opportunities for urban and rural.
