Education difference between city and countryside is one of the important contents of urban and rural discrepancy. It is particularly important to carry education equity on implementation of the scientific concept of development and the establishment of socialist harmonious society.The connotations about higher education equity and life-long education idea decide the interactive correlation between theory and practice: Life-long education idea redound to insure the city and countryside students enjoy the equal higher education rights and chances,compensate the disadvantaged people on enjoying the higher education and promote everyone's self-developments and consummations; As the same time, to implement the urban and rural higher education equity can also provide political,economical and cultural supports on sparking plug the life-long education idea.But because of the long bred-in-the-bone discrepancy between city and countryside,economical develop level and social culture, lead to the variety of unfair phenomenon on higher education beginnings,processions and the final results. At present, when we try to solve this problem, we mired in three difficulties, such as "city tropism" education concept breaks with the comprehensive arrangement for urban and rural education development concept; higher education flung into "fairness first" or "efficiency first" dilemma; the contradiction between higher education cost sharing and the charge system of higher education.There are some ways and methods to solve this problem: Change the higher education value tropism, including build up life-long education concept,build up learning countryside to carry out the beginning equity; Reform the higher schools' inside function mechanism, including conform students' life experience and courses,set up new type relation between teacher and students,choose the cooperative style of teaching which all from the perspective of the life-long education to carry out the processional equity; Perfect higher education evaluate system from the perspective of the life-long education, including establish the new appraisal criteria and concept for education,innovate the evaluation methods,standardize the result of evaluation explanations and treatments to carry out the ending equity.
