In recent years, in spite of the national investment in education increasingsharply, school conditions being improved markedly, school management skills beingenhanced unceasingly, there still exists a gap between the educational supply anddemand of high quality education such as the unreasonable intercollegiate, urban andrural, and regional educational structure and layout as well as the imbalance ofeducational development. Weak schools still exist. In order to transform the weakschools effectively, promote basic education equalization and reflect the equity incompulsory education, some superior schools are entrusted to take over the weakschools from2005in Shanghai. Since the fall of2007, the Education Office ofShanghai has started up the working model of “mandatory administration promotesintension development of compulsory education school in suburbs” three rounds. Thatis, the Educates Facilitating Agencies or the superior schools take over the weakschools in the suburbs and have achieved certain results.The relevant personnel is short of the experiments as a new model. Therefore,although it turns out to be a great achievement in the short term, after that theproblems behind the model come up to the surface. In addition, the domestic scholars’research and study of the mandatory administration is only limited in the suburbs. Sohow to improve the weak schools in the downtown by this model is still an untouchedarea.This article focuses on Longhua Middle School, a weak school in the downtownarea of Shanghai, which is managed by this model. The research and gainedexperience on this school will enrich the relevant theories and experience on themandatory administration. Longhua Middle School has made visible progress sincethe Senior High School Attached to Shanghai Normal University entrusted it in2005.Longhua Middle School fully made use of all kinds of high-quality educationalresources, efficiently expanded the space and time as much as possible, successfullyoffered a full and harmonious development to all the students and teachers, innovating boldly. It was honored “New quality school” by Shanghai Education Committee at theend of2011.The author was sent to take charge of Longhua Middle School by the SeniorHigh School Attached to Shanghai Normal University since2005. On the basis of thepractice and exploration about the mandatory administration, the author compared itwith the practice model in America and British, analyzed the present implementationsituation in native mandatory administration. Using the related theory in sociology,economics, education and psychology, with the methods of case studies andcomparative analysis, the author expounded the procedure how to transform the weakschool just like Longhua Middle School. The procedure includes founding thescientific school idea and leading the school’s overall development; activating theteachers’ intrinsic potential and improving the teachers’ professional capacity;adhering to the moral education first and improving the students’ mental outlook andlearning condition; strengthening the scientific research and implementing the subjectof teaching; enhancing school curriculum-building and improving the teachingefficiency and quality; promoting the development of the students’ personality andforming the school characteristics. On this basis, we will give some advice to help thepeople who work for this school management model. The advice includes respectingthe school’s history and planning the development of the future; respecting the law ofeducation and steadily pushing forward education reform; respecting the teachers andstudents and stimulating the intrinsic potential; understanding the spirit of the outlinefor the medium and long term educational reform and development plan formulatedby the nation and Shanghai and practicing the education fair; developing the schoolcharacteristics and forming the campus culture.
