Since ancient times, the human beings have used punishment to maintain order, freedom and security. Along with the development of the educational activities, the punishment also plays an important and irreplaceable role. In recent years, the movement of educational democratization has raised and spread at the global level. Besides, happy education, appreciation of education and success education are all the rage now. Therefore, the punishment in the basic education today is experiencing an unprecedented dilemma situation.Looking mainly from the perspective of ethics, the paper clarifies the concept of punishment and educational punishment; studies the current status of the punishment in our primary and secondary education by combining related studies at home and abroad.There are four parts have been discussed in the following.The first part is the Introduction. It introduces the problem to be studied in this paper, put forward the background and significance, also states the conception and method of it.The second part interprets related concepts and theories. At first, it briefly discusses the basic implication of punishment and educational punishment, and discriminates educational punishment and improper punishment. Then by three core category, which are humanity, fair and reason, it illustrates the value of educational punishment in the perspective view of ethics of the new age.Based on the theoretical framework, and through questionnaires, in-depth interviews, the third part makes an investigation of the educational punishment of the teachers in primary and secondary schools from three punitive purpose, methods and management. After this, it performs a cause analysis.The fourth part is the thinking on the ethical regression of the teachers’ educational punishment. According to the plight of the current punish behavior done by teachers in primary and secondary school, the paper gives suggestions from three aspects, which are constructing humanitarian-Oriented educational punishment norms, the implementing the equal and fair education modes of punishment, and improving the rational and conscious education management mode. By this, the author wishes to open the way for ethical Regression of educational punishment.
