The21st century is a century of learning, driven by the knowledge-based economy. Any organizations and individuals can be in an invincible position in the social competition only by continuous learning progress. Under the influence of thought of the international lifelong learning and the learning society, China proposed the grand goal to build a system of lifelong education system and a learning society in a timely manner. Learning city is the concrete practice of the learning society, and is the basis of learning society. In order to adapt to the times and meet the city’s own development needs, the Hangzhou municipal government in2002proposed development goals "Building a system of lifelong education, learning city", combining lifelong learning and urban development with economic and social development in Hangzhou embarked on a new level. For short period of ten years of exploration efforts, the construction of learning city has made great progress in the learning atmosphere of the city. A lifelong education system covering the whole community is increasingly strong, and gradually established,"Full of learning spaces, always learning opportunities and everyone has the desire to learn." Learning city began to take shape. However, during the process of learning city of Hangzhou, there are still problems. Through questionnaires we get the situation that public awareness of the learning city in Hangzhou and participation in lifelong learning, the status quo, the views of the learning city construction, as well as continuity to promote the construction of learning city of Hangzhou, hope and analysis of the learning city status and problems. Incentive system separately from the atmosphere of learning, lifelong education system, security system, management system and operation mechanism, evaluation of the five dimensions-depth analysis of the problem, and then puts forward the countermeasures to solve the problem of Hangzhou city, which stimulate it faster and better into a learning city.
