The evaluation is an important part of the teaching process. As an important aspect of the curriculum learning evaluation, assignment evaluation reflects the development of students in the learning process. There are some problems in current assignment evaluation. For example, firstly, in the evaluation process, more attention is paid to the static evaluation while less attention is paid to the dynamic evaluation. Secondly, evaluation of the main body is single and most of the evaluation design is teacher-centered; Thirdly, contents of the evaluation is not complete enough, particular stress is laid on the evaluation of mental factors while the evaluation of non-intellectual factors is ignored and intellectual education takes the position of comprehensive development. Fourthly, evaluation standard is single, which ignores the individual difference of students. Therefore, based on the theory of educational evaluation and educational measurement, the author has took the "Web Programming " course as an example and designed web-based assignment evaluation system throughout which the concept of the process and multi-evaluation is used.This paper describes process evaluation and multiple evaluation theory. On this basis, application of these theories in the assignment evaluation system is researched and analyzed. Then research and design of the assignment evaluation system is carried out and the system is tried in the’Web Programming’course. In this system, teachers realize parallel management of releasing and managing assignments, developing of evaluation index, evaluating students and statistical analysis of evaluation results, assignments query and so on. While students can upload assignments, observe excellent works, conduct group peer review and view the evaluation results and so on.Research and practice shows that using of this system is helpful to the implementation of the process evaluation and multiple evaluation by promoting an evaluation method which focuses on process, reflects fairness and motivates students to learn actively. This system is also conductive to those teachers who provide students with timely and personalized guidance by improving teaching and learning through reflection. Meanwhile, this system can help students with self and peer evaluation, learning the outstanding works, establishing confidence, improving effectiveness of learning and enhancing students’ higher order thinking skills and promoting the development of students.
