Learning time is a kind of important learning resource. Reasonable planning andusing of learning time can improve students’ learning efficiency and make academicachievement. The survey found that college students have learning time managementproblems, however, college students are given more time management theories and lack ofeffective time management tools to monitor their own learning plans. In the E-learningenvironment, there are lots of time management tools, but they all have their own problems.This article first analyzes the existing time management tools. Based on that, this studydesign and develop the learning plan management system for the university students.We draw the research ideas of the subject: Firstly, starting from the problem, thisstudy analyzes the existing learning plan management systems; Secondly, viewingeducational theories as a guide, the study designs learning plan management systemsuitable for college students; thirdly, using ASP technology, SQL Sever2005databasetechnology make the study plan management system which embodies characteristics ofWeb2.0;finally,the study picks out some students to evaluate the system according to thequestionnaires submitted by the students. The system is designed and developed from theperspective of time management, so it can be also called learning time managementsystem.The theory, teachers as the leaders and students as the cores, is made to penetrate intothe system development. This study takes fully usage of Web2.0interactivefeatures.Students and teachers can learn, evaluate, and give advices to others’ learningplans to make the plans more reasonable.Numerous studies have theoretically discussed thestrategies and methods of learning time and plan management, but this study provides asystem of learning time management and learning plans for college students. Students canrecord their own development on this platform, exchange plans, manage their own learningtime effectively and increase self-awareness of time management and strategy.The innovation of this study lies in:Innovation of the system contents: Automatic sorting of the learning plans inaccordance with the Pareto principle; counting to help students to reflect on the self acts onlearning plan classified; learning plan warnings via short messages sent to the student’sphone.Innovation of the system concept:①Traditional learning management system have many functions, however, it is only concerned about recording the study results andmaking unified teaching programs. Plans can not be constructed individually by studentsand teachers according to their own situations, and the traditional systems are lack of validconcern on students’ learning process. The system developed by this study has a goodinteractive function, and the learning plans of the students are based on the collectivewisdom. So the students are able to obtain timely guidance of teachers and a variety oflearning information.②According to the theory that is teachers as the leaders and studentsas the cores to design learning plan system, it is also another innovation, which is differentfrom other systems.
