The reform of vocational education in vocational schools should not only focus on the enhancement of students' professional quality, but also promote their cultural qualities. Only when students in vocational schools possess a certain cultural qualities could they develop into talent full of potential for future development. Literacy courses in vocational schools undertake the objective to improve students' cultural qualities, paving the way for students' spiritual and competence development. Obviously, traditional teaching model could on longer adequately address the changes.For a long time, current teaching methods exist numerous disadvantages and questions. They tend to separate students from their actual ability, stress teaching while neglect students' learning, which lead to a bad learning result that is adverse to students' health growth and all-round development. Accordingly, traditional teaching-oriented methodology badly need reform. The learning plan methodology can adapt to the requirement set by nowadays' education and students' self-development.Learning plan is one which is based on whole-process learning activities, designed to develop students' intelligence and promote their competence, guided by teachers and directly participated by students on a series of explorations and key point strengthening. Compared with teaching plan, its priority and emphasis has transferred to students, which can instruct students to acquire the knowledge more effectively, enhance their ability and seek innovation as well as development.The general approach to learning plan methodology: the classroom teaching takes students' practice as a foundation, implement a modern teaching strategies based on learner-centredness and initiative development, let learning plan direct students to learn the teaching materials and solve some problems students may encounter during learning process so as to achieve the organic combination of students' self learning and teachers' instructions by means of experiencing, practicing, participating, exploring and cooperating under the teachers' guidance. The learning plan methodology aims to develop students' autonomous learning abilities, carry out their central part in learning and enable students to know how to study and how to innovate and create a favorable condition for the growth of all-round developed professional talent with innovative spirit.This article is concentrated on two parts, including the compilation and implementation of the learning plan. The learning plan methodology should firmly follow the principle that learning takes the priority, teaching plays the dominant role and thinking training serves as a guideline in addition to learning-directed principle and teaching-learning interaction principle.The compilation should attach particular importance to the principle of conciseness, universality, openness, moderation on content, profession demand as well. This article has set forth the component, form and effect.The main procedures of the teaching implementation: 1) Self-learning in accordance with plan. The teacher is responsible for specified tasks as learning plan compilation, learning plan distribution, study group arrangement and get prepared for students' self-learning management. 2) Discussion on innovation. Students may create different conclusions and opinions during the process of self-learning, which leads to the demand for cooperative discussion. The teacher controls the discussion, giving appropriate advice, stimulating innovation as well as developing students' affective emotion. 3) Conclusion and test. The teacher and students work together on concluding and building knowledge structure, checking their outcome. During the process of implementation, teachers are expected to change their views, switch their roles, put students in the central position; promote students' autonomous learning and cooperative spirit in exploration, arouse students' initiative in learning. Create a democratic, equal and harmonious relationship of teachers and students so as to discover students' potential ability, promoting classroom teaching effect.This article has conducted the practice study towards the learning plan pedagogy of environmental lessons in vocational schools. Outcome shows: Learning plan methodology could arouse students' curiosity, stimulating students' interest in learning, developing students' central role awareness and strengthening their initiative in as well as efficiency of learning.
