Research On The Construction Of University Emergency Plan

Sudden adverse events occurred frequently in recent years,the universities,"wuhan university of technology graduate students drop dead," "fudan poisoning case","zhejiang university student cadres nu Dui sponsor event","wuxi vocational and technical college students dormitory room contentious",which cause social attention,social negative impact,bad consequences to the reputation of the university.In addition to the factors of the parties involved,the emergency management of the university is also one of the main criticisms.College emergency management has attracted much attention from the industry,among which the construction of emergency plan is an important link to improve the emergency management mechanism.Emergency plan is not perfect at this stage,however,most colleges and universities,some universities even without an effective system files,become a mere formality,emergency urgently needs to improve the management level,to meet the rapid transformation and upgrade of the built-in in colleges,and is in line with exogenous demand high levels of colleges and universities in the world,and further improve the overall level of colleges and universities in our country.Therefore,this article is focused on the problem of the construction of emergency plan,by the method of questionnaire investigation and case analysis of the comprehensive analysis of the M construction of contingency plans and implementation of the problems of colleges and universities,clear to set up and the unified to carry out the urgency of emergency plan system,and summarizes the existing plan of construction of the problem is that the emergency response plan to edit,imperfect evaluation,drill.The main reasons for the imperfect construction and implementation of contingency plan are the lack of awareness of contingency plan construction,the imperfect organization of emergency management,the insufficient linkage mechanism among emergency management departments,the lack of experience summary of emergency management and the insufficient material and technical support.Finally,the paper puts forward countermeasures and Suggestions on how to further strengthen the establishment ofhigh-level emergency preplan system in M universities,so as to provide effective reference for other universities in China in the exploration of emergency preplan construction.
