The justice of education and the quality of education are the trend of the educationdevelopment and reform in the nowadays times. Between the end of the20thcentury and the21stcentury to balance education resources and to promote educational equity somegovernments of the county (city, district) took the education reform steps in the mode ofwithdrawing all the schools in townships and towns and taking junior middle schooleducation entirely into county city. This initiative is called "junior high school into cityproject". Schools into city are all facing a school culture construction problem no matter whatit is a new school or an expanded school and a reconstructed school. It’s very meaningful tostudy the junior high school culture construction under the background of the high juniorschool into city.X County firstly completed junior high school into city project from the year of2004to2007, the author did a tracking survey of influencing factors, facing questions and challenges,construction strategies and effects on the culture construction of the junior high school intocounty city. At last we summarize the characteristics and trends of junior high school cultureconstruction in X County. The study shows:Firstly concerning the quality of education, promoting the equity with the quality,enabling every child to have access to the best educational resources, receive the besteducation, satisfying the people with the education are the core aim of the school cultureconstruction of the junior high school into city.Secondly new curriculum reform of basic education schools in the country, andunbalanced education development in the county and its resulting cultural impetus, and thepeople’s thirst for better education contributed to by county economy development are theexternal causes of affecting the culture construction of junior high school into city. Internalcultural conflicts caused under the background of junior high school into city and the resultingproblems and challenges are the internal driving force for changing school culture.Finally leading to teachers’ professional development by scientific research, forming thecore values of the opening, cooperation, and democracy of the general staff by the culturalconstruction of curriculum, building a unique system for the teacher and student culture,arousing the enthusiasm of teachers’ work, building environment conducive to healthy growth of each student are the important strategies for the school culture construction of the juniorhigh school into city.The author take a survey in the case school, which releases what roles the school leaders,teachers and students play through what he has seen, heard and felt. The author also wants toseek the strategies and ways to construct the material school culture, institutional schoolculture and spiritual school culture.
