So, understanding and grasping the status of municipal sports federations to build grass-roots management and operation system which are suitable to the market economic system are the key points of the success of our sports reform.This article uses the literature, surveys, interviews and other research methods to investigate and analyze the sport federations in Wenzhou. The sport federation of Wenzhou in general is good. Under the leadership of the City Sports Bureau and the City Sport General Association, each can better conduct their business within the scope of activities. In the each association work and internal rules, the non-governmental, non-profit characteristic is very apparent. And external audit is each of the association must do one thing. Autonomy has a big difference mainly according to the association founded in different ways. Government initiated is worse. But civilian dominant initiated has very strong autonomy. Volunteer is very strong.
