The Australian Capital Territory had established self-government since1989, in order to improve the efficiency of education, enhance the public school education quality, enlarge the educational opportunities and ensure education equity, the ACT government launched a massive school consolidation on public schools in2006. This reform lasted for six years, going through the steps of taking advice, announcing the scheme, implementing in test regions year by year, and assessing the reform timely. It was completely implemented in2011. This reform brought a series of positive effects on the public basic education, but also caused extensive discussion and controversy among the stakeholders. The mode and experience are typical and worthy further researches.This thesis contains mainly five parts:The first part mainly introduces the challenges which the ACT public schools had faced at the beginning of the twenty-first Century, such as the lack of the students, the education inequality and elaborates the necessity and significance of consolidation on public schools.The second part mainly introduces the process about how the school consolidation plan formed, including the consultation of the initial plan, and reform scheme of the specific arrangements.The third part mainly analyzes the positive effects on the public basic education after the implementation of the consolidation.The forth part mainly analyzes the extensive discussion and controversy among the stakeholders, such as the ACT government, the Legislative Assembly, professors and community residents and tries to find out the reasons why it brings the controversy.The last part mainly studied the whole process of this reform from the comparative view. Great attention has been paid on the reform procedure, negotiation model, evaluation strategy and the methods of solving various related problems during the reform. Analyses on the experience and lessons will enlighten and inspire the domestic school consolidation in rural areas.
