The balanced development of compulsory education is an issue of education equality. Due to the reform and opening up policy, the eastern region relying on its original foundation and location advantages, has developed rapidly with the support of national policy. In the1990s, the growing inequality of economic and social development between the east and western regions brought challenges to the sustainable development of China’s economic. So during this period, along with the coordination of inter-regional economic development strategy, the government put forward the idea of balanced development of compulsory education. In recent years, the balanced development of compulsory education has become a focal point. Weak school is the result of the imbalanced economic and social development, and the existence of weak school is also the performance of imbalanced compulsory education. In order to promote the balanced development of compulsory education, realize the standardization and equalization of school conditions and make the school-age children enjoy the equal education, we must strengthen the construction of those weak schools as soon as possible and eliminate the bad effects of the presence of weak school.In order to the implement the spirit of the National Education Work Conference and the National Long-term Education Reform and Development Plan (2010-2020and build collaboration between the central departments and local government to promote the balanced development of compulsory mechanism, the Ministry of Education has signed a memorandum of balanced development of compulsory with27provinces (municipalities) and Xinjiang Production and Construction Corps since March2011.The contents of the memorandum focuses on the policies and measures to support and transform weak schools. This paper has studied various policies and measures of different provinces and cities to support and transform weak schools, summed up five aspects of policies and measures to support and transform weak schools:to improve the hardware conditions of the weak schools;helping weak schools to enhance level of teachers; to improve students’level in the weak schools; the characteristics policies and measures.And then, this paper is to analyze the positive effects and disadvantages of the policies and measures with some other facts illustration of the effectiveness of:the positive effects brought about by improving the hardware conditions of weak schools; the improvement of the overall level of a weak school, especially the improvement of its teaching quality; the validity and limitations of the teacher exchange and teacher training project; the importance of the improvement of the treatment of weak school teachers; the difficulties in improving the level of the students.Finally, the author offers some personal views of improving the weak schools.
