Entered the new century,"standard-based" curriculum reform has become an important means for countries to promote their own development of basic education. Russian Federation Ministry of Education officially announced general education geography curriculum standard in March2004.That is the first standard officially announced under the slogan of "education-modernization". Russian education has a long tradition of characteristics, geographical science background is also abundant, and its geography education in the Soviet era had a far-reaching impact on ours. Studying Russian geography curriculum standard of the new century is a strong reference for our standard revising and improving.By compared Chinese and Russian curriculum standard on objective, contents and evaluation, study in order to draw some Meaningful enlightenment to our standard’s revising and improving.The first part is an introduction of the study. It main discusses the research backgrounds, significance, ideas and methods.The second part is the theoretical basis of the study about the comparative between Chinese and Russian geography curriculum standard. It main chooses Structural functionalism and the world system theory as the theoretical framework for analysis of Chinese and Russian geography curriculum standard.The third part is an introduction about the backgrounds of the standard’s formulating. Russia has a long characteristic tradition of education. The generation of the geography standard based on their Strong national geographic science backgrounds and experiences of the Soviet era; Chinese geography curriculum experienced tortuous. By studied that we concluded our country should integrate properly culture thoughts into curriculum goals and reflect the requirements of the application of geography in everyday life. The fifth part is the comparison of the Sino-Russian geography curriculum content. In the views of content structure, Russian Geography standard has a integrity structure and strong logical thinking.Our standards is guidance and operational; In the view of content constitutes, Russian geography standard was rich in content and emphasized knowledge of physical geography and economic geography. Our standards were rich in comprehensive knowledge. In the views of content statements, our standard was stated by behavioral objectives, more guidance. Russian geography standard was stated by knowledge contents and learning methods.The sixth part is the comparison of geography standards evaluation between China and Russia. Through scientific analysis of the respective features of Sino-Russian geography standards evaluation, we can know that China’s geography standards were not only concerned about the students’ learned outcomes of geography, but also focused their more attention on the learned process. Compared with Russia, China has a greater advantage in evaluation methods and evaluation tools, but we also need to refer to Russian geography standards, and design multi-level content to meet the different needs of students. And try to build a unified requirement of graduate level to ensure the quality of the basic geography education.Finally is the Conclusion.
