China established compulsory education system in1986. Unlike most developed countries and somedeveloping countries, China has been in the implementation of charge compulsory education. In the SpringSemester of2006, all students in the western rural compulsory education stage were exempted from thetuition and fees. This is a starting point for the implementation of the free compulsory education policy.Since Fall Semester of2008, China has brought compulsory education funds fully into the scope ofprotection of public finance, and at the same time, compulsory education has entered into the era of all free.Free compulsory education for private secondary and primary schools is a double-edged sword, not onlyfor its rare opportunities of development, but also for its unprecedented challenges. This thesis, taking theprivate schools of Y county in the compulsory education stage as the object of the research, taking theeducation market theory as the basic theoretical basis, adopting the theoretical literature and empiricalquestionnaire combined with interview as research methods, presents the opportunities and challenges thatthe local private secondary and primary schools are facing, and then draws out the driving force of thesurvival development in the private secondary and primary schools after entering into free compulsoryeducation era, and explores the path measures and key points that private secondary and primary schoolsare to take to achieve development under the circumstance.This thesis consists of five parts:The first part, introductory theory, is the logical starting point and the overall design of the study. Itintroduces the background of topic selection, the significance of the research, core concepts, theoreticalbasis, research status, research methods and research thinking, defines the purpose of selected topic and research framework.The second part reviews the develop course of free compulsory education policy in China, analysesthe characteristics of the era of free compulsory education.The third part explains why private secondary and primary schools can exist in the free compulsoryeducation era from the government policy and social needs angles, dwells on the meaning of existence ofprivate secondary and primary schools in the free compulsory education era.The fourth part analyzes the new opportunities and new challenges of private secondary and primaryschools in Y county after entering into the free compulsory education era through on-the-spot investigationof develop status of private secondary and primary schools in Y county after totally exempt from tuitionand fees.The fifth part explains the dynamic path, measures and key points of the future development in theprivate secondary and primary schools from the government and private secondary and primary schoolsthemselves two angles after deep thinking the government and schools themselves push forward thedevelopment of private secondary and primary schools.
