In recent years, with the deepening of the reform and career development inhigher education field, the supporting facilities of Chinese colleges have beenchanged dramatically. The central finance department gave fully policy and capitalsupport to its affiliated colleges and universities in order to reduce the economicburden, meet the overall development plan, improve the basic teaching and scientificresearch conditions.A university is the only national key university in all the Chinese music and artcolleges and also is world famous. In2001, A was listed in national "211project" keyconstruction institutes.The school teaching office building of A existed serious potential safety hazardbecause this building had nearly30years history who was put into use in1986.According to the No.74document in2001" the special funds and projectmanagement method for the home improvement and instrument equipment purchaseof the central common higher school ", the Central Treasury gave the project rightsand financial support to repair teaching office building of A university.In view of the complexity of the project, the higher function demand of the pianoroom and the voice training classroom, short engineering time and the narrowconstruction characteristics, the key work at that project was the whole process ofcost control management which the core was the design. This process could ensurethe office building repair project cost control management and implementationsmoothly.In the renovation project feasibility study stage, the first step was toposition the integral goal of project and make a reasonable budget. According to the budget, carry out the overall project cost control management.In the design andconstruction drawing design phase, the quota design was the mean of the projectconstruction cost control administration. Meanwhile the value engineering analysismethod optimization design scheme and the optimizing design scheme were also themethods to ensure project cost effective control.In bidding and contract phase,inorder to lay the foundation for the project construction cost control administration,wesigned the fixed price construction contract with the bid-winning enterprises. Thechoice of the construction enterprise all relied on the central government procurementcenter and the bidding management measures and bid evaluation method.In theconstruction phase and the completion acceptance stage, guiding with constructioncontract and construction drawings, strictly examined and verified the acceptance ofwork which were including the construction site visa, changed in the work, definingthe construction range and engineering claims. Finally realized the project costcontrol and management.This paper explores and discusses the how to do well in the office buildingrenovation project cost control management. Based on the national conditions andschool situation and embarked from the reality, this paper summarizes and referencesthe experience of the home improvement project management experience foundationin school According to the current situation and the special needs of use function ofthe teaching building in music art school.At the same time, this paper also discussedeffective methods and means in the quota design and value engineering analysismethods for realizing project cost control management.Hope this article can providehelpful guidance for the future teaching office building project and other repairproject implementation.
