The enrollment expansion of higher education in our country during the recentten years or so has advanced the increase in quantity of college students, broughtabout a short supply of student dormitory. Therefore, most of universities in ourcountry has built new modern dormitories or extended the old dormitories. While,many of these projects of new dormitory construction were under the circumstancethat the construction cost had an increase in a big range or even was out of control,which were due to design changes caused by defects of earlier design or workstoppage or re-construction caused by inefficient management, etc. And at the sametime, there are conflicts with the commonweal and educational essence of studentdormitory during the process of operation of the some college dormitories whichwere built with social investments, which force the universities to buy them back assoon as possible. Yet, the realistic estimate of the repurchase cost of thesedormitories is a temporary difficulty.Nowadays, there is a lack of research on cost management and analysis of con-struction project of student dormitory. For the purpose of the effective managementof new dormitory projects ,producing factual evidence to refer to for other dormitoryprojects or similar projects that will be built when making investment decisions andmanaging construction costs,and providing referential insights of repurchase costestimate of dormitories for some universities. So, there is, consequently, importantacademic significance and practical value, to carry out systematical research on theconstruction cost management of student dormitory.Firstly , the paper summarizes and analyses the current research outcomes ofconstruction cost and cost of student dormitory construction at both home andabroad ,and introduces the approaches and research situations of methods of ValueEngineering and Partnering used in construction cost management briefly. Secondly,the paper introduced and analyzed theories and methods related to cost management;and, based on the perfect theory about cost management in other fields, this paper,from two perspectives of reasonable calculation and effective control particularly, inresponse to the features and the different requirements at various stages of thedormitory construction ,studied on the ways of construction cost calculation,estimate and control and the measures of construction cost management .Thirdly,the paper absorbed Partnering model creatively as one method of construction costmanagement of student dormitory, operated it in practice , and tested its usabilityand validity in cost management .Fourthly, with the real data of a new dormitoryconstruction of a certain college as an example, the paper studied the case andcompared it with the practical results to justify the scientificity, rationality andadvancement of the methods used in the paper. Finally, during the entire process ofstudy, the paper was always considering the combination between the constructioncost management of student dormitory and the construction of the harmoniouscampus, introduced and emphasized that the reasonable construction cost is thelower cost and higher benefit sought on the premise of that hidden costs ofenvironment, humanity and society and so on, are taken into consideration to someextent. And some practical suggestions are given at last.
