Evaluation And Comparison On The New Countryside Construction In The Six Provinces Of The Central China

As one of the four economic regions in China, central region is rich in farm resources, the cultivated area takes up 23.8 percent of the total area of arable land, and the rural population takes up approximately 28.8 percent of the total rural population. Henan, Hubei, Hunan, Anhui, and Jiangxi provinces are the main areas of producing grain. During the eleventh five-years, six central provinces have made great achievements in the construction of New Countryside:The rural production level is upgrading gradually, the peasant life is improving continually, the construction pace of social programs is speeding, and the coordinated development degree of urban and rural areas is increasing steadily. On these bases, the much higher request for the new countryside construction is brought up with the twelve five-year plan sketch debuted in 2011, six central provinces should strengthen the force of benefiting farming and promote the construction of socialistic new countryside. It is very important to promote economy development of mid region as a whole and raise the standards of new countryside construction of all country.on the basis of studying the relevant policies of New Countryside construction, considering the practical situation of New Countryside construction in the six central provinces, this article sets up a set of indexes of New Countryside construction, including production levels of countryside, life quality, construction of social programs, and coordinated development between urban and rural areas. Using this index system, this article got a comprehensive evaluation for the construction achievement of New Countryside in the six central provinces from the angle of demonstration. Choose the relative statistic data of New Countryside construction in the six central provinces from 2006 to 2010, then test these data with Entropy method and improved TOPSIS method, and get individual evaluation results of four aspects and overall evaluation results of the whole system respectively. On this condition, choose the statistic data of New Countryside construction from four major economic areas of China, compare the middle area with the other three major areas, and further clarify the effect of New Countryside construction of the six central provinces in the all country. Based on overall evaluation results, the article put forward some proposals for promoting New Countryside construction of the six central provinces from four respects of the index system respectively.In this paper, the innovation has two aspects:Firstly, in the construction of index system, combining the current trends of the new rural construction policy of our country, respectively, from the production level, quality of life, social construction and the coordinated development of urban and rural to 4 levels to choose 20 target, this paper established a evaluation index system to reflect the effect of constructing the new rural comprehensively. It selected 20 indicators from 4 dimensions of production level, quality of life, social construction and the coordinated development of urban and rural. Secondly, in the specific analysis, based on the two angles of dynamic and static, this paper made vertical and horizontal comparisons for the new rural construction of the six provinces of central China from 2006 to 2010. Setting out from the two angles of macroscopic and microcosmic, this paper made evaluations of every single dimension and the overall four dimensions respectively. There are the comparisons both between the six central provinces and between the four economic regions of our country.
