With the intense international competition increasingly, the competing for talents has become the core of the competition. As one of the main bases for talents rising, colleges and universities will play even more important role. Just for this reason, the government has invested many funds to improve hardware conditions and school environment, the objective of talents rising requires not only the improvement of hardware conditions, but also the quantity and quality of college teachers, however, with the quick increase of funds, the quality of college teachers became much worse and cannot with the pace of funds increase. The lack of high-quality college teachers has become one major problem of talents rising. One effective solution to this problem is effective motivation mechanism, that is to say, in order to achieve the objective of high-quality teacher rising, the authorities of colleges and universities should devise and make good use of one effective motivation mechanism to inspire the enthusiasm and arouse the creativity of teachers’.As a conclusion through the literature review, we can find the relevant researches on the college teacher motivation are highly concentrated at the theoretical level and the empirical analysis are even less, let alone research through the perspective of teachers’needs. Therefore this paper begins with the analysis of teachers’ needs and then study deeper with the help of onsite survey. The survey revealed the relationship between the motivation status and teachers’needs and then offered some constructive proposals and suggestions to the motivation problems.The author of this paper selected some teachers in one forestry university as respondents of the case study, and then invited them to complete one questionnaire called Teacher Incentive Survey. Data was collected and conducted by factor analysis and correlation analysis between teachers’needs and demographic variables such as age, sex and correlation analysis between teachers’needs and motivation status with the help of SPSS. The result of correlation analysis was positive. Base on the analysis results, the teachers’needs can be divided into seven categories and four levels. Finally the authors concluded the exits problems and put forward some pointed recommendations.
