Nowadays, global competition is becoming more and more fierce, various organizations are facing valuable opportunities to develop, pressures from similar businesses, social culture, technology development, work environment also bring challenges to various organizations. Today as, it is a key on how to create a organization with passionate rules.As a calling of a place of talents gathering, it is not only a place to breed advanced talents, but also a base conducting high technology research and development. Since the time of reform, especially in recent years, at the development time of social economic development, colleges in Vietnam are booming. At the same time, teachers’team is booming.Based on the experience that Vietnam learns the domestic and foreign motivation rules and bring it to its current colleges, comparing and analyzing the real cases, come up with exist questions and problems, taking cooperation colleges between Vietnam and Lao as the on-study schools, analyzing the real motivation rules cases. Firstly, the writer designed a questionnaire based on the real case above, based on the questionnaire, analyzing the current motivation situation exist problems and questions, and establish a motivation model between the two colleges, finally come up with suggestions.HR in colleges is the most important one, improving management efficiency of HR in colleges, realizing whole target of HR management in colleges, improving competitive advantages, the key is to light up teachers’ motivation、 active、creativity. Motivation rules are very important part in technology development and research, establishing a effective motivation rule is meaningful to attract and hold talents in colleges, develop employees’potential、create good environment.
