With E-government investment return evaluation as the object of study, the paper mainly researches the construction of E-government investment return evaluation index system in educational departments and the research method suited to the comprehensive evaluation of this index system. The paper draws some conclusions as follows:(1)After analyzing the target, object characteristic and the principle of index construction, the paper determines the evaluation index framework, uses the factor analysis to reduce the presence of strong correlation of indicators, and consequently obtains the internal and independent evaluation index (including input indicators and output indicators) required by E-government investment return evaluation of educational departments.(2)After determining the evaluation index, the paper analyzes and finally utilizes DEA, and builds the investment and return evaluation model of Education E-government.(3)By utilizing investment and return evaluation model, the paper, specifically, makes application research on the investment and construction of the city and county degree education administration departments and analyzes the current status of Education E-government investment and the existing problems.To some degree, the paper provides educational industry executives and supervision departments with effective evaluation index system and methods to evaluate the E-government investment construction and return of educational administrative departments at all levels and all types of schools. The utilization of research results will be helpful to educational industry executives and supervision departments in supervising and macro-regulating educational E-government investment construction.
