Focusing on the theme of investment in human capital(HC), from theview of cost-return analysis, the thesis discusses the influences on investors'desire for investing by variable rates of returns to investment in human capital.On the basis of above discussion, we put forward to research deeply in theexisting problems and related market defects of investment in China. Theresearch result states the key to resolve these problems is that we shouldhighly urge and rationally utilize the outside environment and the ensuremechanism of investment in human capital in China. The thesis falls into fourchapters:In the beginning, a general theory on human capital investment (HCI) isgiven. The part specifies the concepts of HC, HCI and the cost-return analysisof HCI.In Chapter Ⅱ, we turn to respectively analyze the cost-return to HCI inschooling within the range of schooling investment. We also discuss therelationship between the desire of schooling investment and distribution ofincomes.After that, the thesis deeply researches how to take above theory intouse in China. According to the quota system of HC, we take themeasurements of the HC's accumulation quality. Meanwhile, the present situation of China's HCI is analyzed to demonstrate that, taking the schoolinginvestment as an example, the key to regulate the collocation of resource bythe cost-return ratio is to consummate the system of the labor force marketand its market- oriented operation.On the basis of the previous research, Chapter Ⅳ brings forward ourproposals: China's construction principle (concerning schooling investment) of: the era of Science and Technology Advancing; on the three levels ofelementary, secondary and higher education, how to implement the stratagemof the schooling investment.
