The concept of time is closely related to everybody in society. Each person is equal in the time, but different people have different senses of time value because of their different understandings of time, different culture and different values. As a result, the allocation of time and the monitoring in the process are not same to each other, so we use the discrepancy of performance in certain time to reflect their levels of time management skills. As a college student who is influenced by higher education and advanced culture, who lived in the influence of rigid time during the transition phase of the campus to the community people, they are susceptible to a variety of social thoughts, school’s educational orientation and so on. Moreover, China’s advanced education is in a popularizing stage in terms of quantity, and college students show a certain degree of particularity in the management of time.In this paper, on the basis of existing literature on time management that proceed the research in managerial, psychological and other ways, the author draws on existing research results, by combining concrete situation of learning and life, dividing university students’time into two parts---the organizational time and the personal time to get a full mastery of factors which influence the college students time management. At the same time, the author makes a random survey to five colleges and universities through "The Questionnaire of Students’ Time Management", obtaining the problems in the personal time management for college students, and then to analyze the reasons deeply in the context of the popularization of higher education. In the end the author give advice for enhancing students’ personal time management level from the standpoint of humanistic education thinking.The article is divided into four main chapters. Chapter Ⅰ, introduction, It introduces the research background of the paper, literature review, the distinction of relevant concepts, theoretical basis and research methods outline; Chapter Ⅱ which sums up the problems of the college students’ personal time management from time value, time control and time efficacy. Chapter Ⅲ, it analyze the reasons of the problems of college student’personal time management from thoughts and educational resources of the school, the quality and growth trajectory of college students, self-identity and so on. ChapterⅣ, it proposes the suggestions to improve students’ sense of the time value though educational philosophy of humanism in college education, and to improve the time monitoring efforts of time control of college students from two respect, the universities adjust the educational resources and the students strengthen the self-identity, clearly learning objectives, and to enhancing time efficacy through the self-assessment of students.
