School is regarded as an organization comprised of by colony ofcooperation, relation and dependence each other, with special active goal, task,formula, and program. Only depend on reasonable schooling managementaccording with demand of epoch developing, ensure aim of organization torealize. While study of value tropism of schooling management becomesimportant topic, for directional effect on management action of method,organizing form of schooling management and estimate and inspiritmechanism.From practical course of schooling management in our country, theschooling management gets along with nonstandard of structure, distemperedness of management system, and inefficient management before reform andopening. After reform of educational system, around several aspects aboutschooling management, such as establishment and healthiness of every bylaw,enhancement of efficiency, establishment of guarantees system, and so on,schooling management is reinforced. However, with development of modernscience and technology and advent of knowledge and economy epoch,especially rising of non-rationalistic theory in management field in westdeveloped country, human are regarded as centre factor of the most important,which is noticed by educational management more and more. So analysis andexploration of humanism management acted as rising point of schoolingmanagement innovation and improvement of management efficiency hassignificant meaning.This paper, with the integrated review of present situation of educationadministration in high school, discussed the necessity, possibility and practical effect of the 'people-oriented' value orientation in educationadministration combining theory with practice. Based on the human-centeredthoughts from humanism spirit of traditional Confucianism, the philosophyideological trend of modern western humanism and the Marxism on thehumanized administration and modern management theory, the connotation ofpeople-oriented education administration is pointed out. Through the analysisof the absence of people-oriented in the modern education administration, thebasic method and the strategy of the strengthening the humanizedadministration is proposed. The main points are listed as follows. First, the'people-oriented' value orientation in education administration hassignificantly influence and meaning in performing irmovations education andchanging the actuality of focus on organization, power and order, but shirkpeople education. Second, it is proposed to have humane management as achoice in elementary educational management in China. Moreover, it isemphasized to have scientific management as a basis. Third, the'people-oriented' value orientation should be showed in the administrative,economic and idealistic managerial approach. Fourth, the emphases ofproposing the human-based administration should be put on strengtheningthe education of esteem, building up human-based administration system,developing school culture and building learning organization.
