Under The New Situation, China's Family Planning Management Of Local Government System Research

Family planning is one of the basic national policy of our country, its significance liesnot only in population control,but to improve the population structure, and improve thequality of the population, promote the optimization of population reproduction. Since theimplementation of the planned birth policy in the1970s, China’s population has madesignificant achievements. Population reproduction pattern characterized by high birth rate,low death rate, high growth in the historic transformation of the low birth rate, low deathrate and low growth,postponed the arrival of China’s1.3billion population four years,effective mitigation resources, environmental pressures, a strong impetus economicdevelopment, social progress and improving people’s livelihood, people’s living standards toachieve a historic leap from poverty to adequate food and clothing to moderate prosperity.These achievements and the efforts of the Government10inseparable. However,development of market economy, the economic and social, a lot of changes under the newsituation, the Government is facing a population problem is still not easy, which includeshalf of this century will usher in a total population of working-age population, the peak ofthe elderly population, the quality of the population overall high sex ratio at birth remainedhigh and other issues. Reflect on the reasons for these problems, and to seekcountermeasures, we found that the local government family planning management systemplays a very important role. The16th CPC National Congress proposed a people-centeredscientific concept of development and a major strategic thought of building a socialistharmonious society and to provide a new perspective and ideas to understand and solve thepopulation problem. In2006, the CPC Central Committee and the State Council made adecision on the overall strengthening of the Population and Family Planning to solve thepopulation problem,"marks the population and family planning work into the stabilizinglow fertility level, comprehensively addressing population issues, promote thecomprehensive development of new stage. Under the new situation, the local government tochange the concept of family planning, attention to the service functions of the play, and asa basis to optimize the integration management system, to make appropriate contributions tobuilding a harmonious society.
