Quality Management And Assurance Of The Project About Teacher Education’s Innovation Platform Based On The19796International Standard

On June12,2009, the Ministry of Education began to carry out the plan "Teacher Education’s Innovation Platform" in six normal universities and issued "about Education Innovation Platform Work Implementation Opinion" so as to implement free education, increase the support of teacher education, promote the development of teacher education reform, improve the qualities of teachers education. Central China Normal University (CCNU) undertook "the National Teachers’Education Innovation Platform for985Projects" because of the central region unique advantages, in order to successfully implement Teacher Education’s Innovation Platform project of CCNU and guarantee its construction quality, this paper used the international standard ISO/IEC19796to guide the construction of "Teacher Education’s Innovation Platform" project. Finally, we could submit the technical report about19796standard’s application in our country."Teacher Education’s Innovation Platform" plan was an important part of "Predominant Disciplines Innovation Platform" project, in order to cultivate the teachers in the future, our country planned to use the best teachers and teaching conditions to cultivate normal students.ISO/IEC19796standard, which was drafted by the International Organization for Standardization ISO/IEC JTC1/SC36, was a representative and authoritative standard in the quality field of information technology for learning, education, and training. This paper analyzed the present situation of domestic and foreign quality assurance standard, used the RFDQ process model and quality model provided by ISO/IEC19796standard to guide innovation platform’s construction and guarantee its quality.Research content mainly included:(1) Introduction to the domestic and overseas quality assurance standards, then collection quality assurance standards about e-learning and practice cases which used the above standards, finally found the suitable quality guarantee system(2) Guide the construction of Teacher Education’s Innovation Platform according to RFDQ process model of19796-1ISO/IEC19796-1developed the Reference Framework for the Description of Quality Approaches (RFDQ) in the field of education, learning, and training. RFDQ process model had seven processes, including needs analysis, framework analysis, conception/design, development/production, implementation, learning process, and the evaluation/optimization. We used the RFDQ process model to direct the construction process of Teacher Education’s Innovation Platform. (3)Construction of quality guarantee system about Teacher Education’s Innovation Platform in our universityAccording to the part2and part6of the ISO/IEC19796international standard, we could ensure all process’s quality and reliability of Teacher Education’s Innovation Platform. At last, quality guarantee system about Teacher Education’s Innovation Platform in our university would be formed; it may guide the construction of Teacher Education’s Innovation Platform in the other normal universities, then provides practical cases to our country in the field of e-learning quality assure.
