Educational policies have become the most important and valuable resourcesfor the development of non-governmental education. To a large extent, thebackwardness and regional imbalance of our policies have greatly influenced thedevelopment of non-governmental higher education, especially the education inunderdeveloped areas. The development of non-governmental higher education inGuangxi is still modeled by educational policies, hence policies have been themajor factor to its backwardness. Therefore, explore the policy issues in currentdevelopment of non-governmental higher education in Guangxi through theapproaches of text analysis and practical survey we can find out the sticking-pointof the problem。In the direction the theories of public policies, this research combed thehistorical development of non-governmental higher education in Guangxi, whichmakes people realize that non-governmental higher education in Guangxi hasobtained a legal position, that a nice teaching and learning atmosphere hasprimarily come into being and that the legal rights and interests ofnon-governmental schools, teaching staff and student body have being assured.From its historical experience, we can safely conclude that the development ofeducational policies is the precondition of the healthy development ofnon-governmental education. On the other hand, from this research we can seethat the incomprehensiveness of the policies and the inefficiency in putting thesepolicies into practice have become the main elements in hindering thedevelopment of non-governmental higher education. Thus facing and solvingthese problems are essential to the further development of non-governmentalhigher education in Guangxi. According to the principles of education policyconstruction, several strategies have been proposed for giving someenlightenment and inspiration to the development of non-governmental highereducation in Guangxi and play a stronger role in constructing "learning society" and implementing the strategy of "talent-gui". |
