It is mainly through formulating and implementing policies that our country manage and develop the non-governmental higher education. As a result, it is vital for the policies to be fully fulfilled. However, there still exists some phenomenon of distortion during the process. The article aims to describe the phenomenon in details, to look into the causes, to propose some reform measures, and eventually to help smoothly implement the future policies on the non-governmental higher education.The whole thesis is divided into five parts. The introduction part includes: the proposition of the problem; the definition of the concept; the current situation and significance of the study; as well as the target, thinking and method of the study. Chapter one focuses on the policies issued by the centra! and local government since the prosperity of non-governmental higher education. Chapter two describes the current situation of our policies, revealing the problems-the distortion phenomenon, and fully discussing its behaviors-the piainess, the magnification, the defects, and the replacement of the policies-from the angle of policy research. Chapter three is the core of the whole article. It'focuses its attention on the restriction of the environment, the limitation of the policy itself, and the flaw of the policy executors, aiming to find out the real cause of policy distortion. Chapter four tells the problems of our policy in details, namely, the policy on organizing and arranging; on teaching, and on supporting. Eventually, it proposes some countermeasures.The final purpose of the article is, through the research on distortion problem, to heip our government and educational departments to perfect the concerned policies, pushing the development of non-governmental higher education.
