Research On The Government Support Policy For Non-governmental Higher Education In Chongqing

With the development of economy and society,every undertaking of our country has made great progress,and the educational cause has developed vigorously under the guidance and support of the government.Private higher education has experienced from nothing to all,from small to large,and has developed up to now.According to statistics,by the end of 2017,there were 2564 colleges and universities in China,of which 28.67 were run by the private sector,about 735 were run by the private sector,and the number of students in schools reached 6.11 million.It covers the three levels of college,undergraduate,and master,and the number of students in the university accounts for about 21.69% of the total number of students in colleges and universities.With the reform of educational system and the renewal and development of higher education in our country,the pattern of running a school with the government as the leading factor and the society participating widely has been formed.Private higher education has become the choice for people to receive higher education.The popularization of higher education has been greatly promoted.Our government attaches importance to the development of private higher education,and issues relevant legal policies to ensure that private higher education can take root in our country.The Law on the Promotion of Private Education,which is based on the strategy of rejuvenating the country through science and education,has been promulgated and implemented,and has successively introduced laws and regulations to promote the development of private education,which has safeguarded the development of private higher education in recent years.In order to promote the development of higher education,our country encourages and guides the society to take part in the running of higher education.In addition,the introduction of supporting laws and regulations makes it more secure for social forces to participate in higher education.With the development of private higher education,some disadvantages have been gradually revealed,such as the time period of running a private university,the lack of the relationship between the legal person and other problems,and so on,which are the factors hindering the further progress of the private higher education.The private higher education must adjust the development mode in time,regard the connotation construction as the focus and support point of development.In addition,the government and the private higher education should recognize the situation and grasp the development opportunity to meet the unknown challenges.In order to create a good development environment for private higher education,we should look at the problems from a comprehensive perspective.Based on this,this paper studies the government support policy of private higher education in Chongqing,starting from the role of government in private higher education,in order to find a focus between the government and private higher education.Some suggestions are put forward to improve the government support policy in private higher education,which can be used for reference by relevant government departments.This paper is divided into five parts:The first chapter is the introduction,this chapter summarizes the research background and significance of the article,and briefly describes the relevant theoretical research at home and abroad;The second chapter is the concept,this chapter designs the concept and the theory carries on the comb and the induction to the article;The third chapter is the status quo,Chongqing as the research background,analysis of the current situation of Chongqing private higher education government support policy,analysis of Chongqing government support policy problems,and through specific cases to elaborate the status quo;The fourth chapter is a comparative study between China and foreign countries,mainly selecting the US,Japan,Australia and South Korea,Shanghai and Shaanxi for a case study,from which we can draw some inspirations for the policy support of Chongqing private universities.The fifth chapter is based on the experience and problems above,some suggestions for perfecting the policy of private universities in Chongqing to support the Chongqing municipal government policy recommendations: improving the environment for private higher education,improve the private higher education support policy support,strengthen financial support for private higher education policy,strengthen the private higher education policy to support the implementation of feedback,improve the regulatory system of finance special funds.
