With the advent of the era of knowledge economy, Knowledge as a factor of production has been paidmore and more attention, and knowledge management is increasingly paid more attention by businessesand individuals.The personal knowledge management capabilities based on Web2.0is the ability of knowledgeacquisition, conversion, application and innovation in the information environment. In recent years, manyscholars have done much study about the personal knowledge management based on Web2.0, but there aresome problems, there are many factors that hinder the development of the personal knowledge managementcapabilities. A problem in front of us is how to improve the university student’s personal knowledgemanagement capabilities based on Web2.0.The research elaborates these concepts in detail which contents knowledge, knowledge management,personal knowledge management, personal knowledge management capabilities. Combined withconstructivist learning theory and learning ecology theory, on the basis of described about personalknowledge management processes, the research for college students personal knowledge managementcapabilities based on Web2.0should go with the following factors: knowledge acquisition abilities,knowledge conversion capability, the ability of knowledge sharing, knowledge application ability andknowledge innovation capability, at the same time personal knowledge based on Web2.0management can’tdo without the support of technology platforms and cultural environment. Based on the above, we designquestionnaires which content seven indicators dimension. According to questionnaire distribution,recycling and finishing in Henan M colleges, the author analysis personal knowledge managementcapabilities based Web2.0with the help of SPSS17.0. We draw the following conclusions: Students are notenough on the level of awareness of the personal knowledge management based the Web2.0; collegestudents can’t transform knowledge completely, and lack of awareness of the knowledge innovation; Inaddition, some colleges lack of mastering personal knowledge management tools, Around the schoolenvironment is not conducive to the development of personal knowledge management capabilities.Combined with the results of the questionnaire analysis and theoretical basis, give the developmentstrategy: improve college students’ personal awareness of knowledge management strategies, personal knowledge management processes strategies, make full use of the knowledge management platformstrategy, optimizing the environmental strategy of personal knowledge management.
