The School has faced so many problems and challenges in the process ofsocialization. The security problem of the students is an important problem of the brunt. Primary and JuniorMiddle School students are in the important growth stage of physical and mental.physiological,psychological functions and levels have not fully mature. Because of the low individualcognitive level and the poor self--defensive sense,they are more easily hurted and had accident safetyaccidents. Especially in2010, the whole society were shocked by so many malignant events. At present,The campus security has been put on the “National Height”. In theory, the construction of the schoolsecurity mechanism can have an advantage to carry out the CPC’S Policies; to cultivate socialist builderand successor; to adhere to the socialist school direction; to strongly hold the ideoloy of the school and toconstruct the harmonious society. In practice, it can help to ascertain the responsibility. It can clearly definethe government school and families’s responsibilities and obligations by the laws and regulations. Onlywith all the sides endeavour, Can we build a safe and healthy educational teaching environment.This paper is targeted at the construction in security mechanism of the primary and junior middleschool, With the methods of questionnaire, literature,statistical research and so on. Using the knowledge ofmanagement,sociology,psychology,pedagogy and educational theory, these theories as the theoreticalfoundation to build the mechanism, they display our present primary and middle school’s security situationcomprehensively and objectively. This paper has made the further study on the causes and effects of theproblems; putting forward the comprehensive measures to build the security mechanism, providing the technical support and guidance. So that it can provide the rich materials to the macro school secutitymechanism system.This dissertation is divided into four parts:Part I: The Section of Introduction. In this fragment,the writer elaborated the origin of the problem,the objective and meaning of the study, making the research ideas and design. Document study,researchmeans, and the definition of the correlation notions. Using policy, institution, legal, social andpsychological,cultural point of view to define the veins and direction of this article. And in the light of thespecific problem from theoretical and realistical level for analysis, pointing out the emphsis andinnovations of the study.Part II，Literature review. Through analyzing the connotation of the school campus security in primaryand junior middle school, the paper defined the rationality and necessity concept of the school security andsecurity mechanism. Campus security culture as an important part of the mechanism is made as a detailedand deeply exploration. The specialists and authors’s view are summarized through the literature collection.From their viewpoints, this paper points out the causes from the history and reality factors.Part III, With the analysis and combined viewpoints of the experts and scholars, combining with thedesign of my own questionnaire, this paper also analyzed the present school security situation, the existingproblems and causes from the macro and micro level. Especially emphasis on the inner school security andouter school security factors. Using this two main clues to set out on construction of the design idea.Part IV, Putting forward the path of improving and raising of the security mechanism. Including:Policy,laws, regulations,regular management stipulation, emergency management mechanism andpsychological guidance. Specificly discussing: it’s including on enrich the campus safety legislation,building a school regular responsibility management to realize the accountability and power clearly. Establishing the campus safety prevention and control system to achieve integral whole cover.Constructingemergency mechanism to improve coping ability, Strentgthen the propaganda education consciousness,Setting up psychological intervention and recovery mechanism on strategies and measures to exploredeeply in practical.
