The Establishment Of College Students’Employment Security System Research

The employment problem of university students has become a serious social problem, which has much influence on the country’s development and stability. It is caused not only by a series of objective factors, such as the social transformation, urbanization, higher education reform, but also by the subjective factors, such as students’ own conditions and the ideas about employment and so on. In the face of the current Chinese complex employment situations, college students encountered a lot of pressure and much challenge on employment. From the perspective of the social security, the reasons of difficult employment of students and the reality of the plight of today’s college students are analyzed, mainly about the analysis of the deficiency of policy of employment security. Combining with the basic theory about the social security, specific policy recommendations are put forward to the construction of university students’ employment security system on the basis of the analysis of theory and the reality.This paper includes six chapters:The first chapter is the introduction, which introduces the research background and significance, and summarizes research status at home and abroad.The second chapter is about the feature and the causes of formation of the college students’unemployment---"new unemployed community" in detail. The current college students’ unemployment has long-term, relativity and generality features. And the formation of this phenomenon has two aspects:the subjective reasons are:the psychological deviation, social cognitive deficiencies; objective reasons are:the lack of understanding and tolerance from the social medias, college enrollment scale and teaching quality decline.The third chapter introduces the current employment policies and the analysis of the policy defect. It shows that the existence of the defects of the system is mainly because of the difficulty of application, unemployment registration system is always out of service, and the social security system itself is not perfect and so on. The fourth chapter is the necessity and feasibility analysis of the college students’ employment security system. To solve the problem of employment of university students can not only avoid the brain drain and the waste of resources, but also can improve the education investment enthusiasm from the family. the establishment of College Students’ employment security system is greatly supported by the unemployed insurance gold balances, It is an urgent demand of college students, It is also part of the social insurance, and the world trend of development as well. The establishment of College Students’employment security system is feasible and necessary.The fifth chapter is about how to perfect our country university students’ employment security system, and give specific policy recommendations. First listed several mainstream academic point of view, mainly list several employment security systems, special relief system, general assistance system,unemployment insurance system,mutual insurance theory, social allowance system. According to China’s actual conditions the author believes that our college students’ employment security system, is the unemployment insurance system and the unemployment assistance system combination model. Perfecting the employment security system for college students also need to various aspects of the society, clear that government is the main responsibility body, to improve college students’ unemployment registration system and the establishment of some auxiliary measures to ensure the implementation of the employment security system.The sixth chapter is the conclusion part, the summary of the whole text.
