Teachers’ professional development is the inevitable requirement of teachers’vocational development. The implementation of the new curriculum reform needs thequality of the teachers, and the high quality teachers need to focus on professionalknowledge, cultural quality, the improvement of teaching quality. And theimprovement of the quality of teachers mainly depends on the construction of teacherculture. To study the impact of teacher culture on teachers’ professional developmentis good for the reconstruction of the teacher culture, but also beneficial to teacher’sprofessional development.Taking Shenyang railway middle school as a case study, we did some research onrailway middle school teacher culture and teachers’ professional developmentsituation from two angles of content and type of the teacher culture, according to theactual situation of the railroad middle school teachers and the needs of the teacher’sprofessional development. We find Railway middle school teachers are common lackof education belief, interpersonal insufficient ideal and low self-efficacy. Through thefurther interview, we also find railway middle school teacher culture has the importantinfluence on teacher professional development. The positive factors mainly displaysin teachers’ self development needs and consciousness. But the campus interpersonalshortage lower the enthusiasm of teachers’ professional development, furthermore,the lack of Common faith between teachers also hindered teachers’ professionaldevelopment. From the view of the type of teacher culture, Railway high schoolteacher culture is primarily in socialist culture factions. This makes it hard to form acommunity. At the same time, top-down human cooperation also was disadvantageousto the teachers’ professional development. Based on the investigations, this paperanalyzes the negative impact of teacher culture on railway middle school teachers’professional development from three aspects: concept, management system andoperation practice. If we want to promote the professional development of teachers,we must strengthen the headmaster’s leading role; by strengthening teachers’ Sense ofIdentity of professional ownership, to arouse teachers’ independent developmentconsciousness, to strengthen teacher’s voluntary cooperation consciousness, andfinally, to promote formation of teachers’ natural cooperation cultural.
